DECLARATION OF INDEPENDENCE 


The Declaration of Independence declared the establishment of the most democratic way of government the parliamentarian Republic for the first time in the entire Turkic -Muslim world and the East in the whole. The Declaration of Independence of the National Council stated: 


1. Since this day the Azerbaijani people are the source of ruling and Azerbaijan that covers Southeastern Transcaucasia is a legally independent state. 


2. The People's Republic is the form of government of modern Azerbaijan. 




3. The Democratic Republic of Azerbaijan is determined to establish peaceful relations with all the nations especially the neighbor states; 


4. The Democratic Republic of Azerbaijan ensures the rights and citizenship of all the people residing within its bounds regardless of nation, class, religion or sex 


5. The Democratic Republic of Azerbaijan creates conditions for the free development of all the nations within its bounds 


6. Azerbaijan shall be ruled by the National Council elected by the people and Permanent government reporting to the National Council until the establishment of the Founders Assembly.
